He was born in the City of Veracruz, Ver., August 7, 1956.
He completed his undergraduate studies in Electrical and Mechanical Engineering, in the Facultad de Ingeniería of the Universidad Veracruzana, between 1975 and 1979, presenting his professional examination on August 1, 1980 with the thesis «Los Load Systems in Automotive, Marine and Aviation Vehicles «

He completed a Master’s degree at Instituto de Ingeniería of the Universidad Veracruzana, Mexico, from 1983 to 1984, presenting the degree exam on December 16, 1990, with the thesis «Control Lógico Difuso de un Péndulo Invertido» (Fuzzy Logic Control of an Inverted Pendulum), obtaining the degree with the First Honorable Mention awarded by the Instituto de Ingeniería.
